Regular Meeting of the Board of Education Clinton Community School District Clinton Administration Center November 9, 2015 Members Present: Angela Ash, Jenny Green, Jim McGraw, Jack Wenzel, Dana Evers, Eric Gettes and Superintendent Deb Olson. Gregg Obren was absent. Call to Order: Board President Gettes called the meeting to order at 5:30 P.M. Preview of the Agenda: Deborah Olson, Superintendent, previewed the agenda for the Board, administration and audience. Approval of Agenda: Motion #361-11-9-15, McGraw moved, seconded by Evers, to approve the 1agenda as presented. The motion was unanimously adopted 6-0. Public Hearing regarding the Real Estate Purchase Agreement with the City of Clinton: Notice was published on October 29, 2015 in the Clinton Herald regarding the Real Estate Purchase Agreement with the City of Clinton. Hearing opened at 5:32 PM. There were no objections or comments. Hearing closed at 5:33 PM. *RECOGNITIONS: “Gold Key Recognition” – Jennifer Austin was recognized this month as the Gold Key recipient. “Student Presentation” – Clinton Middle School students, Conner Sattler, Nathan Beeler, Olivia Kinkaid, Zoey Turner, Prushia Golden, and Paige Boisen shared how they help to make decisions that affect CMS and how they have used the information from anti-bullying assemblies to make their School a place of acceptance and pride. “We Are Prouds” – The Royal River King Marching Band received a Division 1 rating at the state band contest; the 2015 CHS Freshmen Volleyball team completed an unbeaten season going 31-0; CHS alumni Anna Marie Black, Kathleen Marston, Rishi Kolusu, and Taylor Hicks play in the Northern Iowa Symphony Orchestra; Bluff families donated 292 pounds of food to the Victory Center and gave away 30 Halloween costumes to students who needed them during the Bluff Fall Fest; CMS student Moriah Stewart was the Junior Grand Marshall for the Mardi Gras Parade; CMS staff participated in Charlie Applestein training and learned strength-based approaches to supporting students; 215 CMS 8th grade students were part of the Festival of Choirs Concert in October held in the CMS gym. Also performing were the chorus from Jefferson and the CHS Accapella Choir; 2006 graduate, Thom Kedley was recently elected as Mayor of Osceola, Iowa; Senior Volleyball players, Elle Tubbs and Raven Jones was named 1st Team All-MAC Conference Team with Mackenzie Petersen and Bailee Spencer being named Honorable Mention. Consent Agenda: Motion #362-11-9-15, Evers moved, seconded by McGraw, to approve the agenda as presented. The motion was adopted 6-0. Items found in the consent agenda: Minutes from the Regular Board meeting held on October 19, 2015, the Committee of the Whole meeting held on October 19, 2015, and the Special Board meeting held on October 28, 2015. Regular Meeting of the Board of Education Clinton Community School District Clinton Administration Center November 9, 2015 -Classified Employee Changes: Hired Rhonda Vogel as CHS food service with a salary of $10.09/hr; Caleb Evers as Whittier Paraeducator with a salary of $10.48/hr; Rosemary Reeser as CMS food service with a salary of $10.09/hr; Dolores Watts as Whittier food service with a salary of $10.09/hr; Patrick Query as CMS Speech Club Advisor with a salary of $200; Sarah Wenzel as CMS girls basketball coach with a salary of $1,980. Resignations from Paul brown as guest bus driver; Fred Roling as guest bus driver; Karen Rowell as guest bus driver; Eric Spittler as CHS assistant softball coach; Debra Hermann as CMS food service; and Megan Avise-Rouse as Jefferson Paraeducator. -Certified Employee Changes: None -Approved the 2015-2016 Open Enrollment requests from Jamarion Baldwin, Jaloni Baldwin, Abigail Rohloff, and Braedon Rohloff from Camanche to attend Clinton for the 2015-2016 school year. Financial Report: Motion #363-11-9-15 moved by McGraw, seconded by Green. Motion carried 6-0 to approve the financial reports for October 2015 as presented. Ms. McAleer spoke about the monthly accruals with revenues and expenditures for the month of October. Communications from the Public: (none) New Business: 1. Real Estate Purchase Agreement with the City of Clinton: Motion #364-11-9-15 moved by Green, seconded by Wenzel. The motion carried 6-0. The board moved to enter into a Real Estate Purchase Agreement with the City of Clinton to sell a portion of the Clinton Middle School driveway for the installation of a traffic signal for $1, the Board President and Secretary are authorized to execute the Agreement and Warranty Deed on behalf of the School District and other actions as necessary to complete the conveyance. 2. Title II Funding Used in the District: Motion #365-11-9-15, moved by McGraw, seconded by Evers. The motion carried 6-0. The board approved the Clinton Community Title IIA application for 2015-2016 school year, for a total of $197,949.73. 3. SBRC Application: Motion #366-11-9-15, moved by Evers, seconded by Wenzel. The motion carried 6-0. The board approved the district application to the School Budget Review Committee (SBRC) for Modified Allowable Growth (MAG) for Open Enrollment out in the amount of $415,063, Excess LEP in the amount of $11,426, and $83,098 for increased enrollment, for a total of $509,587. Board President Gettes excused himself from the meeting at 5:59. Board Vice President McGraw took over the meeting. *Presentations: Bill Decker, AEA Chief, did a brief presentation of the offering and delivery of services that the AEA provides to Clinton. He also spoke of the partnership that exists between the district and the Mississippi Bend AEA. SBRC LEP Application: Motion #367-11-9-15, moved by Wenzel, seconded by Evers. The motion carried 5-0. The board moved to approve the request for additional allowable growth for excess costs of limited English proficient/English language learner (LEP/ELL) programs in the amount of $118,758.96 for the 2014-2015 fiscal year. 5. Resolution Designating the Financial Institutions for Depositories: Motion #368-11-9-15, moved by Green, seconded by Evers. The motion carried 5-0. The board moved to approve the revised Resolution Designating the Financial Institutions to be Depositories of the Clinton Community School District funds. 6. Final Pay app for CHS Addition: Motion #369-11-9-15, moved by Evers, seconded by Green. The motion carried 5-0. The board approved the final pay application from Westport Pools in the amount of $46,490.03 for completion of their portion of the Clinton High School Addition Project. 7. Donations: Motion #370-11-9-15, moved by Evers, seconded by Green. The motion carried 5-0. The board approved the donation of $1,500 from the Colah family, $1000 from River City Fencing and $500 from 1st Gateway Credit Union for the district tennis courts; $100 from Suzanne Rose to CMS for 8th grade Civics handbooks; $100 from Dennis and Staci Schut to CMS band; and $250 from Ashford University to the CHS Service Learning Class. Committee Reports: Green reminded the board regarding the Education Foundation Fundraiser. Other Pertinent Items: Deb Olson reminded the board regarding the Thoughtexchange results, which will be discussed at the regular board meeting in December.
